In response to the state’s budget shortfalls, the Missouri legislature made sweeping cutbacks to its Medicaid program. As a result of these cuts, the number of uninsured increased, hospitals faced greater demand for uncompensated care, and community health and mental health centers confronted revenue shortfalls that forced staffing cuts, higher charges for patients and reduced access to care.
