Amendment 3 on the November ballot called for an increase in the Missouri cigarette tax by 80 cents per pack with proceeds for anti-smoking programs and expanded health care access. Fifty-two percent of voters in Missouri rejected the Amendment. The measure was to bring in at least $351 million annually.
