In 2013, Kansas shifted to a new system to administer Medicaid mental health services by forming KanCare. Kansas contracted with three health plans, or managed care organizations, to coordinate health care for nearly all Medicaid beneficiaries. According to respondents, a number of drawbacks were associated with the expansion of managed care into mental health service delivery.
